All of the materials cut just lumber. Use a regular wood blade to cut the top rail, bottom rail covers, aluminum bottom rail, and pickets to whatever lengths and heights needed. Measure between posts to know the exact length to cut your rails but make sure not to set your posts farther than 96" post centers. The pickets can be cut to any height to get a 5ft, 4ft, or 3ft fence. The brackets that are mounted to the posts will need to be adjusted for the desired height. Watch the video attached to know how to install a Trex Seclusions fence section.
Attached is a picture of a 8ft, 6ft, and 5ft tall Seclusions fence. The two standards heights for Seclusions are 6ft and 8ft. These height can be cut down to whatever desired height.

The brackets are made of plastic (pretty thick) each attached with a pair of screws. The top and bottom rails that are covered by the TREX planks are extruded aluminium. If assembled correctly, the fence isn't going anywhere! The strength of the fence is one of the best I saw when I was shopping around. A person isn't going to damage the fence, maybe a car impact when going over 5 mph?
I don't know if Trex makes a horizontal fence. The top and bottom rails on the Seclusions fence are designed to capture the slats, the post do not provide any slat support.
@Trex Support is accurate about the Seclusions Saddle color becoming lighter than Trex Selects Saddle. The colors still compliment one another.
@DIYhomeownerGL is very accurate about the screws not rusting and are all mostly concealed. There are a total of 24 screws that ship with the panel kit and 16 of the 24 screws are used to attach the four fence brackets, 6 are used to secure the corners pickets to the post on each side, and two are used to secure the top rail on each top. Then as needed. some screws/finish nails are used to fasten the pickets from moving back and forth. On the installation guide (http://www.trexfencing.com/wp-content/uploads/2014/06/Trex-Fencing-Installation-Guide-Tips-Tricks.pdf) refer to Step 10 Advance Tips and Tricks to know how to secure pickets.

We decided on the WyoComp composite fencing and did not buy the Trex. Saved over 300% in cost. The WyoComp product was $17 per linear foot.
