I don't think so, because the strip is flat and kind of wide, it has a grove into which the door's bottom seal will rest when in the closed position. It is designed to provide a built-up area behind the door that shunts the water away from running under the door's bottom seal. Nevertheless, a portion of the Tsunami Seal extends forward to the exterior (i.e. driveway side) of the garage door. Because of this, the surface for it needs to be relatively smooth.

I would think it will work, I am having the same problem and I hope that with the ridge on the seal it will keep water from getting under the door allowing to freeze
Its about 3/4" thick, so it thats all the deeper the water is it should work. You need to use the polyurethane adhesive to bond it to the floor and then you would not be able to easily remove it.
The adhesive is polyurethane and it seems to stick to just about anything. As long as the coating is tight i would think it would stick to it
