Typically the 6400-6500K is ideal for most plants especially seedling, clones and most herbs. While red spectrums are used in some cases to help certain plants metabolize phosphates for flowering and fruiting production, this practice is most effective using higher wattage lights. No, the bulbs cannot be replaced with any T5 Flourescent bulb.
You can easily switch out the ballast with one that supports dimming. I know Bulkreef sales them. But you will need 2 for a 4 lamp fixture, as their ballast only support 2 lights.

Hit the reset button on GFI Circuit because mine works fine. If yours does not you need a heavier breaker or your circuit is beyond the amp size for the amount of current it is carrying
