Depending on your use will depend how I answer this question ... Mulch has a moisture property to it where it holds moisture for your plants whereas the rock won’t; therefore I would say no I wouldn’t use this in place of mulch. However, if you simply want it for a decorative element in place of mulch then yes you can and it looks really nice. Hope this helps
