I haven't noticed any issue with heavy rains. Our flower beds are on a hill and the mulch does tend to migrate down the hill over time, especially because we laid the rubber mulch over landscape fabric. But I think the same would happen with regular mulch.
This is made from recycled tires. They chip, shred and dewire the rubber and then dye it. The advantage of this is that it doesn't attract insects and doesn't degrade away in a couple of seasons. I find it is much more comfortable to be down on your hands and knees on, sort of like a shredded exercise matt. I think you are less likely to have insects attack your strawberries or low to the ground fruit/veggies with this. It is more expensive and does get hotter than wood bark mulch, but I prefer it.
You need to use their online calculator. It's going to be a lot more bags than just a casual trip to the store. This is specifically rated for playground use. Please research online recommended depth for pea gravel/mulch around slides and swings. I would bet it is going to be at least 4" deep. You need to do the online research for your particular situation.
