A: I do not know the actual weight capacity. But, this item is made from strong metal (cast Iron) so it should not bend or break with a relatively heavy hanging basket. The limiting factor would be the surface on which it is mounted and the hardware used to mount it. For example, if it is mounted on soft wood with thin and short screws, it will not hold the weight of the basket. Also, consider whether it is subjected to high winds, which generate dynamic load and may eventually loosen the screws. Hope this helps.
A: Yea, but I would use an appropriate anchor with it. Be mindful of amount of weight you're hanging.

A: I really don't know. You would need screws that will go into concrete. or use a bit to drill a hole and then use the screws that came with it.. I put mine on wooden post using the screws that come with it .
A: Not sure; I always eyeball the anchor with drill bits for best size. Best performance would be screwi g into solid wood instead of hollow wall. You can use a stud finder if your site is on dry wall or outdoor siding.
