is the 16 foot ladder extended or collapsed
The formula for a wall or extension ladder. 1/5 the height of the wall plus 2-3 feet. This gives you the proper climbing angle. The 2-3 feet is to give you the ability to set the ladder in a concrete crack or whatever to keep the bottom from sliding out.
The fly section has printed (into the aluminum) that "this ladder section is not designed for separate use". I did not see a similar warning on the base section. There is also an instruction sticker that explains how to separate the sections, and that also says that "the fly section should not be used as a separate ladder". I'm assuming that you can use the base section as a separate ladder, because it has the safety foot. but without a safety foot, the fly would slip on the floor, and that's very dangerous. I don't think that the manufacturer would recommend using either as separate ladder.
Set it up in solid position and it is very stable, no problems.
only if you are bare footed
Yes it is a standard of the industry extension ladder so it must have an overlap

Yes. My gutters are at 18.5' and I used it for that, however, I have eaves that extend nearly 18" from the house which made it somewhat difficult. I have gutters that go all the way around my house so to get on the roof I had to place the ladder against my fireplace.
No, there has to be overlap of the two sections of the ladder. It would be, at best a 16 foot ladder.
