This felt paper was put on the roof of my house and it has been expose to the rain and sun for over two months. Should I tell the contractor to put new tar paper?

It should be ok, it might look a little weathered, but underneath will be in great shape. I had some on my roof that had been on there for about 8 months and had just shingled over it recently. A few spots had to had to be attended to around the valleys because of some shrinkage from the California sunshine and a winter rainy season.
