If you desire to paint pressure-treated wood with an oil based paint, make sure the wood is dry before application. Pour some water over the surface. If it beads, wait until the board dries; if it is quickly absorbed into the wood, it's ready to be painted.

no, sturdy as can be but not enough to walk on even if hanger beams/rack underneath are placed closer than 16" standard code, one foot is not enough. must use 2 bys.
