Yes, but it still needs to be combined with other professional sound insulation or resistive sound-absorbing structures.
Can these be painted?
It is a felt surface, and painting is not recommended. Directly wrap a layer of your desired decorative fabric (such as sound-permeable canvas or linen) around the panel, and fix it to the back of the panel with a staple gun or adhesive. This is the method of recoloring with the least risk and the best effect.
Will the adhesive damage my paint?
It is possible, though flat or matte paint finishes generally offer better adhesion and are relatively safer. The longer the panel is adhered, the stronger the bond between the adhesive and the paint finish will be, and the higher the risk of damage upon removal. If you are highly concerned about damaging the wall surface, you may apply a layer of transparent, removable adhesive promoter to the area where the panel is to be stuck. This creates a protective barrier between the adhesive and the paint finish. When it becomes necessary to remove the panel, first heat the back of the panel with a hair dryer (at low to medium temperature) to soften the adhesive. Then slowly work a piece of thread between the panel and the wall to break the adhesive bond.
