Yes, that is one of the advantages of a dual outlet air switch box
This is just the activator switch for a garbage disposal. this connects to your unit instead of having it wired to your wall switch. This switch sits on the counter.
The air switch toggles between the two switches. Only one plug is on at a time. This helps prevent overloading the breaker by running more than one appliance at a time.
It is the standard hole that comes with kitchen sinks, i.e. 1-1/4"
The switch toggles between the two outlets.... so I have mine set up with one outlet running the Garbage disposal and the other going to my "instant hot water" setup. That works great. The power is always feeding the "instant hot water" unit unless garbage disposal it turned on and that only runs typically a few seconds. There is ALWAYS power in one side of the outlet or the other.

Home Depot needs to clarify this and offer a CHOICE of colors. It comes in polished chrome, brushed stainless, and others. You have to go to Westbrass' website to figure it out (they specify finish codes like "20" and "26", but still no indication on Home Depot's website.
