I would look for something kitchen grade instead.
I'm pretty sure they can. I'm not up for trying it, but they are tough and sharp, and when you are done, they will come apart (a socket head shoulder bolt and a nyloc secure the hinge) so you can hone them back to sharp. If you were installing, for example a PVC shower surround, I think they'd do the job of trimming the panels quite nicely. Of course you can just score the straight cuts with a utility knife and snap but for irregular shapes and circles, yeah, these would be good for that.

Yes I used them to cut through 3” foam. They are great scissors. I’ll definitely be buying more!
They might work. However, you may need to sharpen them if used excessively, I think.
