Yes. It has a sliding devise on the plunger rod that can be positioned to hold the door open. Directions for use is included with the instructions.
Same here. Same closer. Last 2 or 3" acts like there is no closer, and slams shut. That's the reason I replaced the existing one. The instructions say to move the closer to other hole in the fromt bracket, but that didn't help at all. I think these are not made very well.

Depends on how heavy the panel is. I would not use it with a heavy panel, especially if there is a chance of somebody's fingers getting slammed on.
I think it probably will although you might have to do some drilling to install the brackets that are needed on each end of the closer. One bracket will mount on the door and the other mounts on the inside of the door frame. You can look at your old storm to see how they mount. If the old mounts are similar to the new ones, and the length of the new closer is similar to the old one, you could probably just use the old mounts. Hope that helps.
Depending how big of the gust of wind and if installed correctly the screws that comes with this closure should hold up for years.
