Additionally, because shellac contains wax, it can interfere with the adhesion of a polyurethane topcoat. After applying the shellac and it has thoroughly dry can it be coated with Helmsman for uv and weather protection ?
Just use Helmsman, and skip the shellac step. Spar varnish will give you a water resistant finish, just don't leave it outdoors in the rain.

Can it be used on rattan furniture?
Yes, it may be used, and if amber is used, provides a warm colored natural finish. Make sure to use a 1-1/2” or 2” angle sash brush specifically for oil-based paints. Shellac dries quickly, so remember to apply from wet edge, to wet edge.
