While Rust-Oleum Zinsser Cover Stain High-Hide Oil-Based Primer can be used on exterior wood surfaces, it is not intended for use on decks due to the exposure to foot traffic.       A:  Thanks for reaching out! Rust-Oleum Zinsser Cover Stain can be applied to pressure treated wood as long as the wood has weathered or dried for a season. Generally, you would like the moisture content to be below 15% in the wood which a moisture meter can give you an idea where the range is at. - Rust-Oleum Product Support 1

          That is not what we like to hear! Our Zinsser Cover Stain Oil-Based Primer contains solvents, and adequate ventilation is required during use. This may include opening windows, doors, and using fans to ensure fresh air is entering the application area. Use of a NIOSH approved respirator may be used as well.             I have used this primer for 15 years and have never had a failure yet. I do restoration work on old victorian style homes and paint wood sashes, window and door screens, and exterior moldings and any/all exterior wood. This product is the ONLY primer that accepts latex paint without a light sanding (not possible with other oil based primers over oil based paint). All the major brands of paint, both oil and latex based, adhere to it and do not flake or come off like fruit rollup similar to other primers I have tried. I will agree with the review that states it doesn't sand well, and why should it? I want the best protection I can get, not sanding well means it has adhered and WILL protect the wood which is what I am after. Will continue to use this product as long as it is available.

              Paint was lumped at the bottom of the can and...
              Paint was lumped at the bottom of the can and I found it very difficult to mix. Despite mixing for 10-15 mins, I could see clots. Does not sand well.

              Something is amiss here, Kevin! While some settling may occur over time with any paint or primer, the product should not remain clumpy after mixing for such a long period of time.
