Yes. I have used this product before to fix drywall that has had the top paper town off. I prime with this first, make the repair, prime again and then topcoat. Seems to do the trick

Will this product really cover nicotine stains? Has anyone used it to cover nicotine stain?

When I bought my house the windows were so dirty from nicotine that you could not see out to the street. Yes, this works well on nicotine stains but it's so important to clean the areas properly before applying the primer. Some of the nicotine stains I had didn't come completely clean and this did the trick. Good luck.

Pressure Treated Exterior wood use?

Can I use this on newly installed Pressure Treated wood as a primer for latex paint?

Absolutely, after proper seasoning. Typical big box store PT wood will need 6 months to dry before any finishing.
