can the rods be cut to a shorter length

Yes, please use a hack saw or pipe cutter and establish a length 1.5 in. longer than the total width.

Can these rods be cut to 22.5 in. My runner will be 20 in.

Stairs are 35 inches wide. Will 28.5 inch rod work?

Answer

Please measure your rods to the width of your runner- for instance, if your runner is 27 in. a 28.50 in. rod set will be a perfect fit. Your rod set should measure 1.5 in. longer than the total width of runner.
