will this valve input fertizer into system

It is not designed to input fertilizer. It is a only a backflow preventer. It can (approved by the plumbing code), however, work with systems which add fertilizer to water, as long as it is added after the double check valve.

Installation instructions are in the box. They are very simple: water goes in on one side, out on the other, and should flow in a specific direction. Assembly can be installed either vertically or horizontally, can be before valves, and can be at any level relatively to sprinklers. Testing requires a special test kit which is a device with several pressure gauges, knobs and connecting hoses (e.g., Watts TK-99E, or Watts TK-9A, etc.) which cost from around $1000 for the basic kit to over $12,000 for high-end digital tester; the testing procedure contains over 20 steps. There may be ways to validate that the valve assembly prevents backflow using a home-made system, but it is unlikely that all steps in the standard testing (which includes detection of weak springs, for example) can be done without a factory-made testing kit. Testing is usually done by a technician who works for the water district. Normally, water districts expects customers who reported to them that they have a double check valve assembly to pay for a test annually, so it is not a one-time test.

Can this valve be used if both shut off valves have been removed?

These shut-off valves are not required for operation (they are normally open), but they are required for testing. Testing is not something that you do. It requires special equipment. Formally, homeowners are expected to get a permit for installation of a sprinkler system and then pay annual fee for someone to come, test, and validate that the double check valve (which is a backflow prevention device which prevents water from the irrigation system from being siphoned back into the city water supply) works properly. This testing requires that both valves are present. The four little connectors on the side of the assembly are there specifically for the testing purposes (note that one of them is on the valve which you want to remove), to validate that it indeed prevents backflow as designed. Without shut-off valves it will still work, but will not pass the inspection associated with the permit application and the annual test will be impossible.
