How do you open and take the plastic off the pallets?

You do not open the bait stations. That is the beauty of this product. It is ready. No mess or fuss, just take the bait stations out of package and set them where ever you need them. The mice will go in and eat the poison bait. When the pellets are gone, throw away the bait station. There are 3 stations to a package. This is my favorite rodent poison.

any idea how long it takes for the mice to actually die after eating this poison? Is it "instant...

Put the units against the baseboards, If no attraction, move the units until You see usage. Also, Follow the trail of "droppings" and place them there.

yes, and it only takes a few minutes. I see nibbling on the bait so I am pleased the mice are attracted to it. We have small chipmunks and these bait stations are small enough to keep them safe.

No, these are disposable. I think they have ones that are refillable, but these are not.
