I had the same problem. Just a plastic piece with nothing else. no screws or 4" tube. Its too small. I guess I need 8"

This dryer vent uses a 4" hose.
Normally you install a jblock into the siding. Then the exhaust vent installs into the jblock, then through the structure. The jblocks job is important. It’s going to fill the gap at the top and lay into the siding over each lap. Usually I will caulk the top(1/8 inch bead), and the sides. Leaving the bottom open allows moisture present to have a place to escape rather then fill up and causing water damage.
