A:  Yes, there is a lever inside that locks the drawers and then you have a keyed lock to the lid. You can leave the drawers unlocked and easily use them with the lid closed.

A:  15 7/8" Depth. 27 3/8" Length. These are not strictly "internal", but the ridge is very thin. If you really want "internal", subtract 1/8" from those dimensions.
