A:  A mixing valve balances the hot & cold water temperatures to prevent scalding. I installed this rough-in valve in our jacuzzi tub a few years ago and I did not install a mixing valve. It works just fine. Yes, we do have to test the water before stepping into the bath to ensure it isn't too hot; but we don't find this to be a problem. Too, we keep the thermostat on our hot water heater at 120°f so when we add any cold water we're almost always below scalding temperatures.
