A:  Yes you certainly can use this tool (any impact driver, as far as I know) as a drill. I do it all the time and it is so much better than a drill at driving screws that you will never go back to a regular drill.

A:  You will be required to buy special drill bits with the 1/4 " attachment on the bottom. If you're only purpose is for drilling, then you should get a standard drill with a chuck.
