A: If you are placing this on a wood or concrete surface you will need to use a polyurethane based glue. You could also try double-sided tape in case you don't want something so permanent.

A: This material is made from solid PVC vinyl, it is not absorbent. It will provide for a good barrier against the water. However, keep in mind that this is only 1/8" thick and very high volumes of water still may get through.
