Just do it!
I bought my house a decade ago and have lived with low quality single pane windows in my basement. I was afraid of how difficult new windows would be to install. I finally figured I would try one and see how it went. SO EASY! I would have saved so much on utility bills if I had done this sooner. Get some good silicone caulking, some door/window spray foam (not the regular stuff) and go to town. Make sure you measure carefully! My new windows had to be an inch smaller. I filled the gap with spray foam and I'll cover that with PVC trim board.
