This soap dispenser is only designed to filled from the top / above the counter. You would lift off / up the dispenser spout. The round escutcheon at the base stays secured to the sink / counter. Once you have lifted off / out the dispenser spout, you have access to fill your soap from above the counter, as you are looking at it.
