After power washing our deck to remove the old peeling paint, we applied a coat of Rust-Oleum RockSolid primer, then two coats of Behr Deckover textured deck paint. The result was amazing with our old weathered deck now looking like it's a new deck.

It STICKS !!!!!
I did weeks of research on best way to repaint my deck and found that for the most part there was not going to be a very good chance of having new paint stick and last, no matter what product used. The following is the process and products I decided on.
1st - replaced a hand full of deck boards (used new treated deck boards)(rest of deck had peeling old paint).
2nd - Pressured washed entire deck (try not to feather wood).
3rd - scrubbed deck with a Behr All-In-One Wood Cleaner.
4th - Brushed on Deck Start (found this to be a GREAT product).
5th - Painted with Behr Premium Advanced Deckover (brushed).
Results after two Ohio winters and summers: At this time I am extremely happy with the products. Not one bit of new paint is peeling or even looking like it could. The paint is even sticking to the new treated deck boards I installed.
I "feel" the two most important parts that is making the paint stick is the pressure washing and the Deck Start primer I used. I noticed that unlike most other primers this one really seemed to be very sticky. Not in the application, but once it was applied. Like when I got it on my hands or arms, I could not wash it off very easily like other primers or paints.

The instructions are *really* tricky and if not followed exactly will give you big air bubbles (still don't know how that happened.) That said, the end result is a sealed surface that fills *some* imperfections and can grip any exterior paint. I used the significantly less expensive (than the Rust-O-Leum brand) Olympic Rescue It! Max sanded resurfacing deck paint for the two top coats with satisfactory results.

A great primer?
I used this on a previously painted redwood deck secondary to a power washing all the paint off I could. Looks white, dries clear and fast in 90 degree weather. Top coat applied the same day. My goal was to prevent water damage and possible bleed through and provide longevity of the deck. So far I am satisfied and it seems to be holding up well.

This is one of the easiest primers I've ever used in my life! Goes on very quickly and spreads very well. Leaves a nice shine once dried so you will know if anything was missed. Very easy cleanup too! Do not skip this step of using this primer for RockSolid 6x paints.

That doesn't sound right, Kathleen. The Rust-Oleum RockSolid Deck Start Wood Primer should dry in about 1 hour, but can take longer in cooler temperatures and higher humidity.
