The most common reason a lawn does not respond to fertilizer is soil pH. Soil pH must be in-between 5.5-7.5 for fertilizer to be absorbed by the grass. You may want to perform a soil pH test. If the thatch is over a 1/2-inch thick, it prevents the nutrients from getting to the plant roots. If the grass is stressed or dormant from drought, disease or insect activity it will not respond or may not respond well.
