not low VOC
This might cover well but my rating is because there is no way this is low voc. Youll need to air our your house for a couple days.

Thank you for reaching out! Rust-Oleum Zinsser Cover Stain Oil-Based Primer has a VOC level of 100. Please keep in mind, odor sensitivity can vary from person to person and proper ventilation is needed with any paint application.

I used Zinsser cover stain to cover up stains on my mom's ceiling caused from a water leak ftom her roof. It covered the stain after 2 coats of cover stain the stain was gone 4 day's l ater and no bleed through amazing. It is oil based so if you are to be using inside you will need to open up the house so it can vent while using. Cover over has a very strong odor. Thats my only dislike.

Great for painting red wood lattices. Don’t use anything else to pint your lattices. This seals it up and you will never see the tannins bleed through.

Does a good job of hiding stain after a light...
Does a good job of hiding stain after a light sanding, smell is not too bad but should be done in a wide area. Had to add something to lessen paint lines.

I ended up taking it back I did not need it but I have used this product before now that it is a waterborne alkyd it's not as good as product as the original oil base one

Best primer for bare wood or peeling areas (after they’ve been scraped). Don’t scrape or sand paint on pre-1978 houses unless wearing a lead protective mask (the ones with the large round pink filters on each side of the respirator). this primer sands beautifully so you can use it to improve surfaces as well as priming.

This product really covers over old varnish! The downside is that you really need to pick a brush with fine bristles and you should be a competent painter since the paint will drip and can be hard to manage.

This is the best white primer on the market today....
This is the best white primer on the market today. I use it for everything, interior and exterior work. It does have high VOC’s, but only for about 6 hours. We just open the windows and turn on a fan.

Avoid
Do not use if you are in Arizona desert, this primer does not flow, will not sand;gums up the paper. You will need some stripper to remove. Must say the directions does say 90 degrees and it was 105 in the shade the day I applied, there has to be better products .

With temperatures exceeding 100°F and an especially dry climate, we would expect issues similar to those described.
