A: It includes an integrated 2mm pad and as long as the current flooring is level and structurally sound, it should not require underlayment.

A: No, this is considered a floating floor and should not be restricted. It will not move much, but locking it in place could result in buckling at the joints. You will not find many rigid core/laminate/LVP that would warrant having cabinets on top.
