To remove the paint from the concrete, I'd try using soap and water first, if that's unsuccessful, I'd recommend checking with your local home improvement store, as they should have a few different cleaners and paint removers to remove the paint from your concrete. Our Premium Plus Paint & Primer in One would be a great choice for the columns. It is a very durable paint and has a built-in primer, so a separate primer isn't needed.
