A:  Thank you for you Inquiry. Most "Complete Toilet Kits" have the seat included (not all Toilets come with a seat) and usually include the wax ring that is placed below the toilet. On this Toilet , the 3466-95 it does come with a seat, but does not have the wax ring. (wax rings are very inexpensive to purchase).
