A: I have 7 of these and I think it would be strong enough if you move it from the bottom with a hand truck.
This is how I usually move mine around when they are filled with soil and a plant. You will probably need a strap around to hold it onto the hand truck.
I am assuming you let the concrete cure.
The concrete will probably separate from the plastic, so I would not roll it on its side.
Concrete weighs about 20 lbs/gallon and half full is about 8 gallons (guessing), so it should weigh roughly 160+ pounds.
The container full is about 18.25 gallons.
Internal Volume = 4220 cu in=18.25 gal= 73 quart
Do not be misled by the wall thickness at the top of the barrel (about 3/8 of an inch), it is flared out and this gives the impression that it is very thick. It is adequate, but certainly not thick.
The thickness on the bottom and sides is less than half of what it appears to be at the top rim.

A: The 22.5in whiskey barrels are made of recycled PP, which don’t have plastic numbers. The plastic is called it is called POLYPROPYLENE.

A: The volume is 18.26 gallons or 73 quarts.
There seem to be some erroneous information here for Volume, so when I bought two new ones (I currently have 9 total), I checked the inside dimensions.
The 22.44 inch outside diameter planter is 21.75 inch inside diameter at the top and 15.62 at the bottom. It is 15.25 inch inside height.
I plugged these numbers into two truncated cone volume calculators (swiftutors and keisan) and the total volume is 4,220 cubic inches.
At 231 cu in/gal, this equates to 18.26 gal.
A 50 quart bag of potting soil filled the planter to within about 3 inches of the top, this allows for a nice layer of mulch.
Do not be misled by the wall thickness at the top of the barrel, it is flared out and this gives the impression that it is very thick.
It is adequate, but certainly not thick.
I drill 4 holes in the bottom and 4 holes on the sides about 3/4 inch from the bottom for drainage.
