I would like to replace my chimney vent and the two roof vents on my house, but I don't know what to purchase or who to use to have them installed?

They sell the chimney caps here on home depot.com or at the store ask someone is contractor services they should know also depending on what vents your talking about they sell the slant back louver vents and regular turtle vents as well.

Does it keep the rain out of the pipe? Having trouble with a newly installed 4 way cross vent cap with swirling rain that is getting under vent cap?

Please advise. Thank you. I'm trying to vent a stove exhaust through corrugated metal roof with a 6" duct. Sealing around pipe seems tight! However, water enters inside pipe and drips at elbows. Does the versa cap keep the rain out of the pipe? Having trouble with a newly installed 4 way cross vent cap with swirling rain that is getting under vent cap?

Yes if installed properly it will i have not had any problems or complaints yet! Be careful not to push it tooo far down on the pipe so the emissions can go out

Does this have any spark arresting properties? I'm looking to also stop sparks from a wood fired oven, let me know if this helps or if I need something else.

This is viewed as a rain cap and that's how it is typically used. There's no screening inside to break up sparks and I wouldn't trust it to function as one!! It does work very well as a rain cap.
