How many pictures can be hung with one package of the small white picture hanging strips?

One description says 4 strips and the other says 4 sets of strips.

Each set of our Command(TM) Small Picture Hanging Strips will hold 1lb. You can use up to 4 sets of strips based on the weight of the picture you are hanging up. This specific package only contains 4 strips/2 sets for a total weight limit of 2 lbs. Please note our medium strips hold 3 lbs per set, and our large 4 lbs per set.

Rated 1 out of 5 by from product failure Three years ago I reorganized all the pictures I had hanging using command hooks on all of them. Everything worked perfectly up until about 6 months ago. Pictures started falling off the walls on a regular basis to my surprise. I now have broken picture frames that now have to be replaced. For some reason the Velcro no longer is holding together. This morning I tried to remove the adhesive strip from a wall and removed a chunk of drywall paper and paint with it. these not only mark the walls, they damage them.

Six months ago we moved into our new home and decided to use the Command Damage-Free Hanging Strips to hand our pictures rather than put nails into the walls. We followed the instructions carefully. We bought multiple size strips to meet the required weight of the pictures. After three months the pictures began crashing to the floor one by one. It was shocking to hear the glass break and wonder if someone was breaking into our home and find that another picture had fallen off the wall. After the third picture fell, we took action. We removed all the Command Damage-Free strips and got out the hammer to re-hang all the pictures with reliable nails. The custom made frames are being repaired and the glass replaced. It is a shame we did not read the reviews on these products. What a shame that these strips do not work. We are disappointed in 3M.

Rated 1 out of 5 by from Peeled paint right off my wall. Goodbye deposit I bought this again despite the first time I used them my picture went crashing to the floor and broke... In half. The second time everything seemed to be going well then it comes time to remove it and one of the strips peeled the paint right off of the wall! Goodbye security deposit of an otherwise immaculate apartment.

Rated 5 out of 5 by from Love them!! When I moved in with my boyfriend he had no decorations anywhere! I asked him to help me hang some pictures, but he said he didn't want holes in the walls! Really???... Just kidding... They have lead paint under there. So I went to the dollar store and bought some of these wonderful do-dads! They are super easy to use. I don't even need his help! If you never used any before, just read the directions on the box. It takes less than five minutes. You do have to wait a day to hang up the picture, but I have just left some of my lighter ones on the wall without waiting. They were fine. I have a drawer full of all different command products!! I'm talking about the button you used to go to the bathroom for men. Sometimes I'm innovative so instead of sewing I decided to try a set of small strips as a Velcro zipper. And it works awesomely.
