Thank you for your question! Yes, it can. This stem unit is the same as the RP24096, but includes a removable 1/4 turn stop.

Hi Plumber1,
Thank you for your question. Delta Faucet model # RP25513 does need the white plastic tab left in the cartridge. It keeps the handle from turning too far. It is call the 1/4 turn stop.
Thanks.

I have a two handle faucet, that leak around the base of the cold water handle only when I turn on the hot water handle. I have replace the seat and spring in the cold water handle, but it still leaks only when I turn on the hot water. I did notice that there was two holes where I took the old seat and springs, but the second hole was smaller but had no seat or springs in it.

Answer:
I'd buy the stem assemblies for both hot and cold water; they include an O-ring that can leak, as well as a spring and seal for each. You spend a little more, but compared to a house call from a plumber, it's an extremely cost effective fix. You can save the receipt and packaging in case you are not satisfied and return them. This worked like a charm to repair a leak in my bathroom sink faucets.

Rated 5.0 out of 5.0 by BUY DELTA parts ONLY Previously bought the cheaper generic valve and springs, and the leak continued as a DRIP. Bought this original USA made product, and problem solved in 5 minutes! February 27, 2016
Rated 2.0 out of 5.0 by didn't fix issue after installation faucet still leaked - but in all fairness, while I researched and believe this is the piece that should be the issue, I need to go a little further to eliminate all other possibilities. September 18, 2015
Rated 4.0 out of 5.0 by Replacement Product Pretty cut & dry, needed a replacement cartridge to fix my 3 yr old Delta faucet so headed out to HD to purchase a new one. Took 2 mins to remove the old cartridge and 1 min to replace the new cartridge. Worked perfect. July 1, 2015
Rated 5.0 out of 5.0 by Does the job This little part is all I needed to solve the faucet drip-drip. I have all Delta faucets and they are 10 years old. I'm noticing they faucets are starting to drip. First one 2 years ago, then most recently for another. I bought these replacements from HD but then contacted Delta Faucets customer service explaining what was starting to happen, They sent me a couple cartridges (FREE) to take care of possible future drips. So thank you Delta Faucets for standing behind your product. May 6, 2015

Rated 5.0 out of 5.0 by Fixed a problem that plagued for years Valve easy to install. No more leaking. High quality replacement. May 26, 2015
Rated 5.0 out of 5.0 by Good product. Good product. It repaired my leaking faucet and was easy to install. June 16, 2015
Rated 5.0 out of 5.0 by Good product. Better than the Danco OEM sold. First, the Delta stem works. Second, the Delta stem is better than that Danco OEM stems that Home Depot sells. The Delta stem has the plastic insert that allows you to use this product for either hot or cold water lavatory faucets. I have found that most Delta lavatory faucets need this insert for them to operate correctly. If not, the handle will spin more than 90°. I've also found that the heavier duty tub faucet handles need the brass for the Alan setscrew to take into. The plastic stem valves have a tendency to indent when you tighten the faucet handle to them and will not be very stable. March 4, 2014
