Answer: 
You dig a hole about 20" deep with gravel at the bottom. Put a bit of cement in the bottom, then put in ground sleeve, pour more cement around it & let it set up. These are simplified instructions, and the ones included are very detailed.

1. Plastic ground sleeve is designed to hold pole vertically yet release easily. Won't rust or seize. Attached cap protects against debris when not in use.
2. Dig hole 8 inches to 12 inches in diameter and 20 inches deep. Taper hold larger at bottom. Fill bottom of hole with small rocks approximately 3 inches deep.
3. Pour about 6 inches of concrete into the hole

4. Position the ground sleeve and pour concrete around the outside until flush with the top of the ground sleeve
5. Insert pole into ground sleeve and use a level to align the pole vertically. Carefully remove the pole without moving the ground sleeve
6. Immediately run a small tube or stick down the center of the sleeve through the concrete until it reaches the crushed rock base. Remove the tube or stick. This will allow any water to drain.

Hi co82untr7y. Yes this is strong enough to hold work pants. Just make sure you don't put all the heavy stuff on one line as it will stretch faster. Hang the heavier ones closer to the arms. If you need further assistance, please contact our Customer Service Department at 800-922-5524.

Hi CMO. The dryer is rust-resistant. To keep it in good condition, we recommend taking it down during inclement weather. If the dryer is left exposed to water and air for extended periods of time, it will (unavoidably) rust, but it will take awhile.

The only complaint I have about the product is the "lid" on the ground sleeve. Poor design as it is secured with a hard piece of plastic that broke when we used it the first time. I'll figure out a way to secure it so it is not lost. Otherwise great product June 5, 2016

Rated 3.0 out of 5.0 by Not as good as the old one. Just like other reviewers, we had a similar clothes dryer for about 25 years, but the pole finally rusted through. This one is the same design, but with some plastic parts instead of metal, and these may not last as long. Being of the same design made it possible to use the same post hole, so I didn't have to do any digging or concreting. The biggest problem we have found, as have others, is that the lines keep stretching and frequently need tightening up. This, I'm sure, did not happen with our old dryer, so looks like the manufacturer has gone el cheapo there as well. For that reason, it only gets 3 stars. March 2, 2016
