The interior dimensions are a little bit inexact, because there's a slight slope to the inner walls, slight curvature where they meet the bottom of the interior, and some molded shapes in the interior that affect the usable width.
But I just measured the inside myself, and here is what I found:
Bottom compartment (without tray inserted): 13.75" wide (slightly narrower at the bottom), about 7" front to back (just over 6" at the bottom), and just shy of 6.5" deep (that is, vertical depth from the floor of the inside to the top edge of the bottom compartment). The lid adds about 3/4" of usable vertical space, and another 5/8" of additional peak space for items that poke up into the recesses on the underside of the lid.
The tray takes up about 1 5/8" of vertical space in the lower compartment when inserted into the box. That leaves close to 4 7/8" of vertical space under the tray in the lower compartment. Read Less

Answer:
Yes, it can be locked with a lock. It's not visible in the photos, but in the little gap just to the right of the latch, there is a hole through which a padlock can be inserted.
The hole is wide enough to insert an average padlock or combination lock - I just tested a Master locker-style combination lock, and it fit through the hole perfectly. A larger lock than that may not work.

We use hundreds of these boxes in which we pack our intro to electro-mechanicals classroom sets which include a 1.5kg 7mm steel plate in the bottom of the box which is the baseplate of the set, and a total of about 3.5kg total payload not included case weight. We ship them all over the world and have never yet had a report of damage in shipping or in use. They lose one star because of an annoying finger-pinch when pulling the handle out of its recess. This feature was designed with relatively thin fingers in mind, looks like. To me it's an obvious flaw and I wouldn't put up with it except there is nothing else in the quality or price range of this box.

Rated 5 out of 5 by from Great to hold my oil painting supplies I am enrolled in an oil painting class. This is perfect for carrying long-handles brushes and palette knives in the top compartment. and oil paints, rags and small jars in the bottom. The latch is sturdy enough for my needs. Light and easy to transport across campus and fits in my art locker. As a bonus, it's made in the USA. Price is very reasonable.

The room inside is good and it is big enough to carry a small selection of tools (hammer, screw drivers, wrenches, etc.). The hinges can sometime slip out of their joints but they pop back in pretty easily.. The metal front clasp holds firm. Overall good product for the price.

They are very sturdy and at a very good price. I use them for most of my small tools & accessories such as drills, saber saws, Dremels, etc. and then label the ends and stack them for easy recovery.

Rated 5 out of 5 by from Light Duty Box Somewhat strong. The wife needed something to hold all of her meds in. This worked great. Con: Handle has two spots where the plastic molding was not trimmed correctly. It will need filing down. Kinda sharp there. Not recommend for anything HEAVY.

Rated 5 out of 5 by from Box It Up I use this tool box, less the removable tray, to store my orbital sander (which came in a thin cardboard box). Much better now for easy access and storage, AND there's room for sanding discs.
