No, this unit is designed to go inside a recessed light box (if for a kitchen), or uncovered (if for a garage).
Get a unit that comes with a wrap around diffuser/cover if that's what you want. There's even a two-bulb with wrap around that is cheaper than this one. See: http://www.homedepot.com/p/Lithonia-Lighting-2-Light-Utility-Light-3348-2L32W-WRAP/100654395

Answer:
This is 120v only. Using 220v (or 277v) will certainly smoke the ballast on the first go, and burn out the bulbs too.
It will be tough to find 220v fixtures and bulbs in the USA. The rest of the world is on 220v 50Hz, so you can probably find them everywhere outside of the USA. Not sure where you're finding 277v.

Maybe but not recommended. They may fit, many do but even if they fit and work. They only last about half the time that a T8 bulb would and you do not get the full light output either that you would get with a T8 bulb.

Rated 5.0 out of 5.0 by Awesome lighting! The kitchen is very brightly lit with these new fluorescent strip lights we purchased! July 19, 2016
Rated 4.0 out of 5.0 by Strip light The assembly instructions were fairly clear and easy to follow. There were plenty of access holes to choose from for wiring. Bulbs snapped in with no issue. July 19, 2016
Rated 5.0 out of 5.0 by Fluorescent light Easy to put up & emits great light in my laundry room! June 7, 2016
Rated 5.0 out of 5.0 by Good garage light I installed 12 of these 2-bulb 4-foot fluorescent fixtures in my garage. They are pretty good quality, they look good, and they are very easy to install. I love the electronic ballast and T8 bulbs - they light up instantly, even at 25 degrees F. They take a few minutes to warm up to full brightness in this cold weather, but after that they throw plenty of high-quality light. Several of the fixtures had scuff marks in the paint, even though the boxes were not damaged. This didn't bother me for use in a garage, but you might want to check each unit if that would bother you. January 14, 2015
Rated 5.0 out of 5.0 by Good Light, Bad Punch-outs The punch-outs were difficult to punch out, but otherwise it was easy to install. April 5, 2016
Rated 5.0 out of 5.0 by Excellent Product The fluorescent strip light was easy to assemble and works quite well. March 29, 2016
Rated 4.0 out of 5.0 by Good economical work shop flourescent light Good luminescence for the unfinished area in my basement and at an economical price. LEDs may be longer lasting, but are not needed for storage and general handyman work. March 24, 2016
Rated 2.0 out of 5.0 by not a good buy Product not very well made, very flimsy materials, had a terrible time lining up slots for connections. Many very sharp areas, have to be careful and watch for cuts. Once the light is assembled and installed it is a decent light. Overall for the price not too bad, but it took a long time to get it installed. December 10, 2014
