Why is this called a liquid propane heater. This appears to be a propane vapor unit.

Answer: 
The fuel is liquid propane. Which expands to a gaseous/vaporous state upon depressurization via the regulator to be burnt. This is similar to gasoline, a liquid, which will does burn until its is allowed to reach a gaseous/vaporous state. In the case of your car either through the draft in the venturi of the carburetor or through the fuel injectors in the fuel injection system.
