Why is this called a liquid propane heater. This appears to be a propane vapor unit.

Answer: 
The fuel is liquid propane. Which expands to a gaseous/vaporous state upon depressurization via the regulator to be burnt. This is similar to gasoline, a liquid, which will does burn until its is allowed to reach a gaseous/vaporous state. In the case of your car either through the draft in the venturi of the carburetor or through the fuel injectors in the fuel injection system.

Depending on the proper amount of ventilation and square footage of the home it could but is not recommended normally
