If this is the service disconnect panel you would land both the grounds (green or bare wires ) and the neutrals (white wires) on the neutral bus and a ground bus would not be required.
The load center is the service disconnect if it is fed directly from the meter.
If this is not the service disconnect you would need a separate ground bus for the ground wires (green or bare wires).

WIth the number of AFCIs breakers required there is not enough spaces in theses subpanels. I need to make up my 220 circuits with a combination of tandem 220 volts with some of the 110v breakers in order to make room. As far as I know they are not making Tandem AFCi breakers as of yet.

I have a 200 Amp Outdoor Surface Mount Main Breaker Combo panel on my new guest house and want to add this panel on the inside now that we are finishing it out to have more options for breakers. I was told this has a pass through option and the interior panel just mounts to the backside of this panel on the inside of the house. Is this the right box? I figured with a 50 Amp RV and a 20 Amp exterior circuit already in place on the exterior combo box, the 150 would be the right size for the interior.
