This strand board cannot be used in wet areas or it will fall apart. If you use it for roofing or walls, be sure it is protected from rain using tar paper or other waterproof materials. Some AHJs do not allow this material for roofing and require exterior plywood.

Answer: 
No, OSB can swell up and the glued stands it's made of come loose making it flimsy. However if you cover the sheets in tar paper then it can be weather proof for like using it as outside home sheathing wrap.
