Can this paint be used on fiberglass? Is it UV resistant. Use is on rowing shell 3-4 hours per week in water.

Yes, Rust-Oleum Stops Rust Protective Enamel can be applied to fiberglass surfaces. However, they are only recommended for use above the water line.

is it proper to apply directly to bare or anodized aluminum or if not what rustoleum primer should be used before the final coating for a 25% of the time outdoor exposure? also what is the proper aluminum surface prep? would a rag and solvent rub-down with laquer thinner or mineral spirits be good enough? i don't want later peeling to occur.

Happy to help, Charlie! Rust-Oleum Stops Rust Enamel Paint is not recommended for use galvanized steel without the use of a latex-based primer. We do offer a latex-based primer that provides excellent adhesion to aluminum and galvanized surfaces. while also offering superior top coat adhesion.
