Answer:
My best results have been to apply to dry grass during a dry spell. I watch the forecast to make sure there aren't any large rain storms in the weeks ahead. A large rain after application just dilutes the formula or washes it away. My last application lasted 3 months, but it was fairly dry weather.

I don't think it says on the label, but I know that some similar products by other manufacturers actually work better if the grass is wet first.

Answer:
To control surface insects as listed on the label, you should wet down the grass a few hours before applying. If you're using for sub-surface insect control (mole crickets, grubs, etc.), you can apply to a dry lawn but will need to water in afterwards.

it does not matter wet of dry. The only thing is do not water after you apply. Let the product dry over night.

It seems to eliminate mosquitos well for about a month, but it partly depends upon how large an area you covered when you sprayed. The smaller the area, the more likely you are to get mosquitos flying in from outside the treated area.

This product would need to be re-applied every week to control mosquitoes. Do yourself a favor and buy Spectracide or Enforcer brand and try to apply when no rain (or only light rain) is in the forecast for the next 5-7 days...those brands work and can last most of the season with 1 application.

It generally doesn't matter, but you should wait to mow again until at least 24 hours after applying (so you might want to do it before).

Rated 3.8 out of 5 by 252 reviewers.
Rated 5.0 out of 5.0 by Cutter is great On those horrible summer muggy days this product really works to minimize the amount of mosquitos and flies in the area. I try not to use it right before it is going to rain because it gets washed out. It is safe on all my trees, lawn and plants and I even wash down my deck with it. July 26, 2016
Rated 5.0 out of 5.0 by Works great! I used this back when I lived in Houston. If you don't know, mosquitos are the state bird down there. I moved here to the Phoenix area and I wouldn't have guessed they'd have mosquitos here that bad. This stuff works like a charm!! July 19, 2016
Rated 5.0 out of 5.0 by Absolutely does the trick But you have to be sure your coverage is good. I have used it several times with mixed results. THEN -- I decided I had been missing underneath my deck (1 foot crawl area.) Not a bug in sight since -- in the humid Georgia summer! July 19, 2016
Rated 1.0 out of 5.0 by Didn't seem to help at all with fleas Treated my yard with this twice and still had lots of fleas!! I used the product exactly as instructions indicated. July 18, 2016
Rated 5.0 out of 5.0 by So far, most effective spray for the yard I use this quite often or at least every couple months. I've tried multiple things as most people I'm sure have done the same, this is usually the "go-to" stuff to treat the yard. If I know we're having people over, I spray this the day or evening before all over the yard. It really cuts down the mosquitos. Even if we don't have people over, I spray the yard every other month with it. July 1, 2016
Rated 4.0 out of 5.0 by Good priduct Works well But doesn't kill ANTS as good as would LIKE July 12, 2016
Rated 5.0 out of 5.0 by Seemed to solve a flea infestation Cannot say for sure that this was the total solution as I did another round of cleaning and vacuuming inside at the same time. I sprayed the Cutter's all around the perimeter of my house to take care of fleas in the mulch. This appears to be where they were coming into my house from as I have had no fleas inside since. July 5, 2016
Rated 5.0 out of 5.0 by Greatness Exellent in looks and work and service care. Great price July 12, 2016
