can this be used on vinyl plastic?

Depends upon how much flex you get where you want to apply. This stuff dries similar to drywall, plaster, etc. If it's a vinyl floor, then no because it would probably either crack or loosen around the edges.

Can i add paint to this the same color as my walls?

It can be painted over after it dries. But no, it would not turn out well to mix paint with this and then use it.

Will this product work on plaster ceilings as well as drywall?

Yes. It's stiff enough damp to use in ceilings as well as walls.
