Those are the small wires inside the 4-pair cat6 rg45.

Answer: 
Yes. However, if you are using this for a computer the best way is to terminate the wire onto a jack rather than split the pairs onto screw terminals. Also, keep the twists as clost to the termination point as possible. I can't explain the physics of it, but the twist helps with communication.

The Klein Tools Kurve Wire Stripper/Cutter #11057 strips and cuts 20 - 30 AWG Solid (.50 - .14 sq. mm) & 22 - 32 AWG Stranded (.34 - .05 sq. mm). The small wires inside the 4-pair cat6 cable are 22-24 AWG, so you should be able to strip them with this tool.

Rated 2.0 out of 5.0 by Excessive gap between jaws I splurged and bought this to install some electronics on a boat: many small multi-stranded wires. At $20+, it was more than I'd like to spend, but heck it's a Klein tool, I'll have it forever! I was so disappointed when I used it. As it cut the insulation, it would bend the wire over and almost wedge it between the jaws. Closer examination revealed a significant gap between the jaws, probably .010-.015". I went to the store and examined the stock - huge variation. Some had the big gap like mine, and a few were very close, which is what I'd expect for a quality tool. If you gotta have it, cherry pick what's there, and I advise you to walk away if you can't find a good one. June 23, 2016
Rated 5.0 out of 5.0 by Excellent product, and definitely recommend I was looking for a wire stripper that would work for smaller gauge wires (28-30) and hesitated at first because i don't do a lot of wire stripping, but after using it, I now know why. I did not have this, and instead had some other cheap product. The ratcheting is smooth, the effort needed to squeeze to strip is really easy so if you had to do a lot of wire stripping, your hand won't get tired using this because the handle is soft, and the mechanism is made so you don't put a whole lot of effort in to using it. This tool is very accurately sized and precisely removed the insulation from the 32 ga and 24 ga wires I needed to work with. I highly recommend this tool for anyone who needs to work with wire gauges smaller than 20 gauge. September 15, 2015
