Will this cutter cut close enough to the wall to leaves enough carpet to tuck under the baseboard?

I don't think that is what it was made for, that is a different tool. This one is so you can cut in the middle of the loops and help keep the carpet from unraveling. It is made to cut between the rows of yarn.

How yo chanhe the blade

undo the bold and carefully push the blade out of the bottom. I used a screw driver to push it down through the opening along the bottom of the cutter. BE CAREFULL

The carpet I was trying to cut wasn't very thick and cut easily using the same blade but using a utility knife. It might have worked well removing carpet, but to cut it for instillation, it failed.

Rated 1 out of 5 by from Beyond Useless We bought a new house and had three bedrooms worth of smelly old carpet to remove. We purchase this universal carpet seam cutter as well as the $3 classic carpet knife (the one that looks like a box cutter). This "universal" died after a single long cut - blade kept getting clogged and went dull very quickly. Undoubtedly it is "safer" than the other version that has the blade exposed, but it should also work... I do not recommend it.
