Answer: 
The sander is one speed only. You can adjust the sanding action by changing the paper to a different grit, and also by varying your pressure on the workpiece.

No there is not, just a on-off button that works similar to the drive-in/drive-out switch commonly found on drills.

Is this supposed to spin

much like some of the negative comments, mine does not spin. it takes about 10 sends to make 1 full resolution. definitely no 10,000 per second or even 10 per second. Mine merely vibrates and very slowly rotates. is this a defect or is that how they are supposed to operate?

GRINDERS spin, and that spinning is measured in rpm. With random orbit sanders, the entire head orbits in tiny ovals and those are measured in orbits per minute. The orbits occur so fast that you can barely see them, but you can feel the vibration. Another example - grab your mouse and move it in tiny circles. Those are orbits. You are not spinning the mouse. Orbital sanders are supposed to spin rapidly. That's why they are called orbital. Ryobi boasts a 10,000 per minute spin rate. I tried two of these and returned both. No discernible spinning at all.

Rated 1.0 out of 5.0 by Disappointing I own a Ryobi drill, circular saw and reciprocating saw and am satisfied with their products. This sander is another story. I bought this sander from HD online and it was delivered as promised. Although the product boasts a 10,000 per minute spin rate, mine hardly made ten revolutions per minute. When I put my hand on the bottom plate, it stopped spinning altogether with the minimum of pressure. (I have a finishing sander which just vibrates. An orbital sander is supposed to spin. ) I returned the sander to the local store which provided me a replacement without any problem. When I got home, I tried this replacement sander and was met with the same poor results. Received my money back but what a waste of time. May 11, 2016
Rated 5.0 out of 5.0 by A perfect finish This sander produces a smooth perfect finish! I was surprised at how comfortable it sits in the hand during operation. Although other reviewers claim that it is not a random orbit sander, I have had no problems with it and it seems to work exactly as Ryobi has advertised it to. It can and will remove material very quickly, so be mindful of the pressure you are exerting during use. As always, I use Diablo sand paper packs with this product and have had excellent results. Pair this up with a corner cat sander, and you have the perfect combo. The built in dust collection also works wonderfully, and provides plenty of suction to remove dust and put it in the included bag. A vacuum can also be attached easily to the dust port. April 5, 2016

Reviewers should remember that random orbit sanders have heads that move in tiny ovals. This principle differs from grinders - where the heads spin at high revolutions per minute. OPM is not the same as RPM, so don't expect to see the head spinning at a high rpm. May 14, 2016

The dust port really collects the dust and it connects easily to a dust collector or vacuum. Tip, don't put weight on the sander, use your finger tips to guide it. The paper grit is the key, not forcing the sander down onto the surface. May 3, 2016
