Does this only plug into a car 12 volt adapter? I actually live in Manila and want it to charge off of 220V or even 110V as i have a converter...

Yes this charger is only for in vehicle charging, a purchase of an in house type charger would be necessary.to meet your requirements.

Is it ok to use this with a solar charger?

Most solar panels or chargers don't generate enough amperage to power this charger. A more reliable option would be to use solar to capture the energy and store it in a battery bank, then connect a cigarette adapter to the battery bank. Plug this device to the cigarette adapter.

A great addition to any Ryobi 18v tool set if you ever take your tools out of the garage. Charges batteries as it should. I can't tell a difference in charge time from the standard wall outlet charger. I just keep it in my truck toolbox for when I bring my tools anywhere with me such as a friend's house, camping, etc. May not be for everyone since it does no good at home, but for those who need it, it is essential.

Rated 4 out of 5 by from Ryobi P131 Car Charger: Not Bad It does what it's supposed to do, it charges all Ryobi 18v batteries just as well as the older P113 charger does. Be aware that: - The P131 won't charge a Lithium Ion pack (P103 or P104) in cold temperatures. I've found that when the charger (and battery) are cold, I need to heat up the truck before it will work. Sometimes I can get lucky by placing it in the dashboard and let the sun help out. - The P131 doesn't have the IntelliPort technology. C'mon Ryobi, it's time to release an IntelliPort version of the car charger!
