Answer: 
Dear Home Depot Valued Customer, We reached out to the MFG for more information and below is their response.
" California rules govern that the total wattage output for the light on the ceiling fan is limited to 190W only. Since this fan comes with 4 lights, so the wattage on the bulbs should be maximum 40W only. If the total output exceed 190W, the limiter will turns the light off.
